A special district for the food and agriculture industry with either tax benefits or alleviated regulations is to be created for the globalization of South Korean food and revitalization of food and agricultural product exports. Iksan of North Jeolla province and Saemangeum are now the prospective areas to be designated as the district but more candidates are expected.
This is the reform measure for the agriculture industry that was proposed at the 17th Vision Korea National Conference under the theme of "Agrigento Korea, Strong High-Tech Agricultural Industry to Lead S. Korean Economy", hosted by Maeil Business Newspaper.
The Ministry for Food, Agriculture, Forestry and Fisheries (MIFAFF) held a meeting with the public and private sectors to discuss "Reform and Improvement of the Regulation System" and later announced that the improvement measures for the regulation system regarding the food and agriculture industry would be confirmed by June at the latest.
According to the top priority projects to be promoted, a special district for the food and agriculture industry is to be established. Starting from production to supply of agro-fishery products, the district will provide tax benefits and exemptions from a variety of legal regulations. Laws will be enacted to designate and develop Iksan, where the national food cluster movement is already taking place, as a special district with the goal of becoming the food hub of Northeast Asia. Progressively, Saemangeum will also be selected as a special district.
Regarding measures to allow people who are not engaged in agriculture to possess "marginal farmland ", farmland difficult to farm due to steep slopes, a research on how much of such farmland exists is to be conducted until the end of the year.
